The UFLPA Entity List reaches 144 entities: the upstream exposure map for the importer

The central instrument of exposure intelligence. The U.S. DHS UFLPA Entity List —which identifies entities whose products are subject to the exclusion presumption for Xinjiang-linked forced labor— reached 144 entities. Unlike border action (tracked by 'trade-compliance-forced-labor'), this list is an upstream exposure map: it tells the importer which suppliers to avoid before goods reach the port. For the procurement director, the list is the preventive-diligence tool: cross-referencing the supply chain against these 144 entities reduces the risk of detention and loss of goods.

Forced-labor exposure intelligence flags high-risk sectors —lithium, steel, copper and polysilicon— where traceability must reach Tier 2 and Tier 3 supply levels, that is, the suppliers' suppliers, where the raw material's true origin is often hidden. The European equivalent of exposure intelligence. The EU Forced Labour Regulation (EUFLR) provides in its Article 8 a risk database that, by mid-2026, maps high-risk geographic areas and products for forced labor. Unlike the U.S. approach (a list of specific entities), the EUFLR adopts a risk model by zone and sector.
