Trade compliance & forced labor (UFLPA)

Tracks trade-compliance actions tied to forced labor: shipment detentions and denials under the U.S. UFLPA, entity-list expansions, sanctioned-ownership designations and equivalent EU and other-bloc measures. Each entry documents the actor, authority, sector and outcome.

Evolution

Data analysis

Statistical readings derived from the attributes of each recorded case. All figures come from the documented events; amounts are computed only over cases with a sum expressed in the indicated currency, without converting between currencies.

Compliance mechanism

Shipment detention, denial of entry, entity-list addition or designation: the type of measure applied.

Affected sector

Which industries concentrate enforcement: apparel, lithium batteries, electronics, solar panels, agribusiness.

Authority

CBP, DHS/FLETF, EU Council or others: who executes the measure.

Reading the data

Trade compliance stopped being customs paperwork: under UFLPA around 1.7 billion dollars in shipments have been detained, with criminal liability for importers that fail to trace their entire chain. Enforcement now concentrates on lithium batteries and advanced electronics.

The Uyghur Forced Labor Prevention Act (UFLPA) turned supply-chain traceability into an obligation with material consequences. The U.S. law restricts the entry of goods manufactured, wholly or partly, with forced labor from Xinjiang or by associated entities, and operates on a rebuttable presumption: the burden of proving otherwise falls on the importer.

The figure

According to data compiled by Descartes from CBP, approximately 1.7 billion dollars in shipments have been detained under UFLPA since it took effect, and around a fifth ended in denial of entry.

Toward batteries and electronics

The law firm Troutman Pepper Locke documented that enforcement is shifting toward high-complexity, economically significant chains: lithium-ion batteries, energy-storage systems and advanced electronics. For the importer, the question is no longer whether these products will attract scrutiny but whether their compliance program is granular enough to withstand it.

In the EU, enforcement advances on a parallel track: the Council sanctioned the entity Yangzhou Yangjie in April 2026, a risk that data providers such as Kharon claim to have flagged since 2023.

Sources: U.S. Customs and Border Protection; Descartes; Kharon; Troutman Pepper Locke. UFLPA detentions operate on a rebuttable presumption; this tracker distinguishes between presumption, firm denial and subsequent release.

US · UFLPA enforcement shifts to lithium batteries and advanced electronics

Legal analysis documented that UFLPA enforcement reflects a policy choice by the Department of Homeland Security, CBP and the Forced Labor Enforcement Task Force (FLETF) to focus on strategic, high-complexity supply chains where forced-labor risk is hard to detect yet economically significant: lithium-ion batteries, energy-storage systems and advanced electronics. The question for the importer is whether their compliance program is granular and documented enough to withstand scrutiny.

February 5, 2026 US confirmed

US · 1.7 billion in shipments detained under UFLPA since it took effect

Data compiled from U.S. Customs and Border Protection (CBP) indicates that approximately 1.7 billion dollars in shipments have been detained under the Uyghur Forced Labor Prevention Act (UFLPA) since it took effect, with around a fifth of that value ending in denial of entry. CBP holds importers accountable for verifying the integrity of every link in their chain, not just direct suppliers, requiring documentation of origin traceability and practices.

January 14, 2026 US confirmed

US · UFLPA strategy contemplates criminal liability for failing to end relationships with suppliers using forced labor

The UFLPA enforcement strategy contemplates criminal liability for companies that fail to terminate a relationship with a supplier that uses forced labor, in addition to the authority to impose sanctions for related Xinjiang activities. The standard of care has risen: compliance has become a forensic data-aggregation task in which the importer must provide 'clear and convincing' evidence to rebut the presumption.

EU · Yangzhou Yangjie sanctioned: European forced-labor enforcement advances on its own track

The European Union sanctioned the entity Yangzhou Yangjie in April 2026, in what compliance-intelligence providers such as Kharon describe as a risk they had flagged since 2023. The action illustrates that forced-labor enforcement in supply chains is not exclusive to the U.S.: the EU is building a parallel track of designations that companies exposed to Chinese suppliers must monitor independently.

Methodology

Construction

We document verifiable trade-compliance actions tied to forced labor: U.S. CBP detentions and denials under UFLPA, entity-list additions, sanctioned-ownership designations and equivalent EU measures. Each event is classified by sector, authority, mechanism and outcome. Guilt is not inferred: UFLPA detentions operate on a rebuttable presumption, and we distinguish between presumption, firm denial and release after documentation is provided.
